CONSTITUTION
(LAST AMENDMENT JANUARY 2007)
ARTICLE I: NAME, PURPOSE AND MONETARY OBJECTIVE
- NAME
The name of this organization shall be the Wasatch Aero Modelers (WAM) Club.
- PURPOSE
The purpose of the WAM organization is to provide a model aircraft flying club that is open for membership
by all members of our community, and a model flying facility that WAM members and guests of WAM
members may use. The WAM members shall promote interest in, and provide assistance in the building
and operation of radio control model aircraft.
- MONETARY OBJECTIVE
The monetary objective of the WAM club shall be a Non-Profit community organization, and the WAM
club members are not permitted to use club functions or the clubs flying facility for personal profit.
ARTICLE II: GENERAL PROVISION
The organization will comply with all regulations set forth by the Academy of Model Aeronautics (AMA).
ARTICLE III: MEMBERSHIP
- CLASSES OF MEMBERSHIP
- Senior Pilot Members: Pilot members who have reached their 19th birthday prior to January 1st
of Year membership is applied fore.
- Junior Pilot Members: Pilot members who have not reached their 19th birthday prior to January 1st
of Year membership is applied fore.
- Associate Non-Pilot Members: Associate Members are Members that wish to be VERY ACTIVE
and help in all the WAM clubs activities, But Do-Not wish to fly. Do-To Liability Insurance
Associate Members are RESTRICTED from performing any type of model aircraft In-flight
Control Activity (Pilot in charge or Student pilot training).
- Active Military Personnel Senior Pilot Members: Pilot members who are active military service persons
that wish to pay their WAM Senior one time only equity fee over a three (3) year period of time.
- MEMBERSHIP
- All Senior Pilot Members and Junior Pilot Members must have a current AMA membership and be
in good standing with the AMA.
- Dues shall be: (Yearly Dues January 1st through December 31st ).
- Senior Pilot Membership ($60.00) plus equity assessment fee of ($65.00).
- Junior Pilot Membership ($15.00), and all (additional) Junior Pilot Memberships from the same
Family household are free. No equity assessment fee required.
- Associate Non-Pilot Membership, requires club members ratification by two-thirds vote of the
members attending any WAM club membership meeting, and Associate Membership is valid
through December 31st of year Associate Membership was granted, WAM dues and AMA
membership are not required, WAM Membership Card is NOT issued for an Associate WAM
Member.
- Dues for new members joining after June 30th , One Years Dues required, And by December 31st
Pilot member shall pay Only One Half the Yearly dues required for the next year. Senior Pilot
Members shall pay the full equity assessment fee.
- Dues for new members joining after September 30th , One Years dues required and membership is
Issued through December 31st of the next year. Senior Pilot Members shall pay the full equity
assessment fee.
(Member is given three months of free membership), and no dues are required for the next year,
unless the dues for that year are increased. And junior membership dues “age” requirements
also apply to this membership.
- Membership dues shall be paid by December 31st. (one month grace period) Members from the
previous year paying their dues after January 31st of the next year shall be assessed a late fee
of $5.00.
- Active Military Personnel: Senior Pilot yearly dues for Military Personnel shall equal the WAM
yearly Senior Pilot dues, plus the Senior equity fee Proportionately paid for a maximum of
three (3)years, at which time the Senior Equity fee shall have been paid and the Military Persons
WAM dues shall revert back to the normal yearly WAM Senior Pilot membership requirement.
In the event the Military Person retires or receives a discharge within the three (3) year period
and that person wishes to remain a WAM member, the money that the military Person had paid
toward the Senior equity fee shall be prorated to assess proportionately the amount still due,
(that must be paid) to meet the (one time only) WAM Senior Pilot equity fee. In the event the
WAM membership raises the yearly Senior Pilot dues or the equity fee requirements during the
three (3) year period, the increased amount shall proportionately increase the yearly WAM dues
for the Military Person to meet the equity fee within the three (3) year period.
- MEMBERSHIP YEARLY DUES FUND
- Membership yearly dues shall only be used for the clubs following yearly requirements:
- Land lease fee.
- Club AMA fee's.
- Secretarial requirements.
- Flying field build-up and maintenance.
- Club activities.
- Club Web Site
- Club carry-over fund, to be the sum of money equal to or grater than the club land leases,
AMA fee's, and the Web Site fee. This fund will be carried over to the next year.
- SENIOR PILOT MEMBERS EQUITY ASSESSMENT FEE.
- Senior Pilot Members equity assessment fee is a non-refundable fee that shall be required of each
Senior Pilot Member.
- Senior Pilot Members that have allowed his or her WAM dues to elapse for two (2) years and the
former member wishes to rejoin the WAM club, he or she must repay the equity fee.
- Senior Pilot Members Equity assessment fund shall be used for the purchase of club equipment.
- WAM CLUB FUNDS USE AUTHORIZATION AND UTILIZATION.
- To change the use of dedicated club funds, or to use club funds for a purpose other than specified,
shall require ratification by the WAM club Officers in attendance at an executive committee meeting.
ARTICLE IV: OFFICERS
Officers of this club shall be President, Vice-President, Secretary/Treasurer, Newsletter Editor, Safety Marshal (s),
Field Marshal, and Webmaster. All Officers must be a WAM and AMA member in good standing.
DUTIES OF OFFICERS
- PRESIDENT
- Will preside at all meetings.
- Will call a meeting when petitioned to do so by a majority of the club members.
- It is the responsibility of the President to see to it that all official communications and all
correspondence concerning the club are read in their entirety to the members at the next regular
meeting.
- Shall be responsible for setting up all committees and enforcing all matters dealing with
ARTICLE V of the WAM club BY- LAWS.
- Shall assist all executive officers in the performance of their duties.
- Shall be empowered to decide ties in all matters involving the popular vote of the club.
- VICE-PRESIDENT
- Shall assume the duties of the President in his/her absence.
- Shall be responsible for verifying that an activities Director (AD) and when required a Contest
Director (CD) is assigned for each organized club activity.
- Shall assist Directors on the distribution of club funds or prizes for club activities.
- Shall assist all executive officers in the performance of their duties.
- In the absence of the Treasurer, the Vice-President shall be hereby empowered to collect club
dues, and any other special assessments owed by the other members, shall have a receipt
thereof, and turn over all such payments along with a report to the Treasurer before the next
meeting.
- SECRETARY/TREASURER
- Shall perform all duties and exercise all privileges of corresponding secretary.
- Shall maintain a file of all correspondences relating to the club.
- Shall maintain the minutes of club meetings, and all other records related to the club.
- Shall assume the duties of the President in the absence of the President and the Vice-President.
- Shall keep on file both a record of all members and a record of dues paid and owed by the
membership.
- Shall be the custodian of the club funds on which he will report the status of at each meeting.
- Shall receive all club funds and shall deposit said funds into WAM bank account within ten (10)
working days.
- Shall present the books to be audited at the end of Dec each year.
- Shall require receipts for payment of all club expenses due.
- Shall keep the club Equity Equipment Listing current.
- NEWSLETTER EDITOR
- Shall be responsible for publishing the WAM monthly newsletter.
- Will ensure the local hobby stores advertising and promotions in the newsletter are
updated each month.
- In the absence of the Newsletter Editor, the Secretary/Treasurer Shall be responsible for
Publishing the WAM monthly newsletter.
- SAFETY MARSHAL (S)
- Shall enforce the club By-Laws, and the AMA rules and regulations at the flying facility.
- Shall report to the WAM president those individuals who continuously and flagrantly
disregards the rights and safety of other pilots by not following the flying field rules.
- FIELD MARSHAL
- Shall Ensure the upkeep of the flying facility Maintenance Equipment, Structures/Buildings,
and flying facility Grounds.
- Shall be Aware of all WAM members performing Volunteer work at the flying facility.
- Shall be responsible for maintaining continuity and knowledge of all work projects being performed at
the flying facility.
- Shall be responsible for giving status of the flying facility at the Officers meetings and when required
at the membership meetings.
- WEB MASTER
- Shall be responsible for the Design and Up-Keep of the WAM clubs Internet Web Site.
- Shall verify that (2) two WAM club Officers Review and give their authorization for
Major Web Page additions or Major changes to the Web Site Pages.
- In the absence of the WAM Web Master the WAM President shall assume the duties of the
Webmaster. Master.
ARTICLE V: ACTIVITIES
This organization will engage in the following activities:
- Club activities organized for radio controlled model aircraft.
- All the clubs yearly organized activities shall be ratified by two-thirds voting members
attending a membership meeting on or before the month of MAY each year.
- Each club organized activity shall have an activities Director (AD) when an (AD) can not be
Found for an activity, that activity must be deleted.
- Each club organized activity that has AMA sanctioned events shall have a contest Director
(CD) as outlined in the AMA handbook, when a (CD) can not be found, that activity must be
Deleted.
- Activities Director (AD)
- Activities Director is a voluntary position.
- Shall be responsible for organizing and directing the activity he or she has chosen to direct.
- Contest Director (CD)
- Contest Director is a voluntary position.
- Shall be responsible for AMA sanctioned contest events as outlined in the AMA rules handbook.
ARTICLE VI: MEETINGS
- GENERAL MEMBERSHIP MEETINGS
- Meetings of the general membership will be held at least four times each year. Dates will be determined
by the Officers and the availability of a suitable location.
- Special meetings of the general membership may be called by the President of the organization upon
reasonable notice to the membership, notification will be by mail. Business at a special meeting will
be restricted to business serving the purpose for which the meeting was called.
- In general, meetings shall be open and club members shall be encouraged to invite guest to attend.
The election meeting shall be held in closed session. Only club members will be allowed to vote.
- When a WAM member has concern for the actions of another WAM member or members and wishes to
make a complaint pertaining to that individual or individuals, the complainant must present his or her
complaint in WRITING to the WAM Club President. The complaint document must be SIGNED by the
member presenting the complaint and if there are collaborating or verifying witnesses they must also sign the
complaint document. All complaints received in writing and signed shall be dealt with as described in the
WAM club By-laws ARTICLE V Flying Field Privileges.
- Membership meetings Shall require a majority of the Executive Committee Officers to be in attendance for
business to be legally transacted.
- ELECTION MEETING
- Election meetings will be held during Nov or Dec, dependent on the availability of a suitable location.
Nominations will be made from the floor, by members in good standing.
- The member receiving the highest number of votes shall be the one elected.
- Should the office of President be vacated, the Vice-President shall assume the duties thereof.
- Any other vacancies shall be filled by a majority vote.
- The term of office shall be one (1) year beginning on 1 January.
- Any officer can be removed from office by a majority vote.
- EXECUTIVE MEETING
- Executive Committee meetings will be held at the discretion of the President upon reasonable notice to the
Executive Committee Officers, and Shall require a majority of Executive Committee Officers to be in
attendance for business to be legally transacted.
ARTICLE VII: AMENDMENTS
This constitution may be amended by a two-thirds vote of the voting members.
ARTICLE VIII: DISSOLUTION
Upon dissolution of this organization all assets will be applied toward satisfying the liabilities of the
organization. Any residual assets will be divided equally among all Senior members in good standing.
CLUB BY-LAWS
(LAST AMENDMENT MARCH 2007)
ARTICLE I: BY-LAWS
These By-Laws and any future amendments to the same, shall become effective upon adoption by the membership.
All amendments to the Flying Field Rules of ARTICLE XI of these By-Laws shall become effective upon adoption
by the club.
ARTICLE II: MEMBERS IDENTIFICATION
All authorized WAM club pilot members shall be issued a club Identification Card or a WAM Sticker that will be
affixed on their AMA card.
ARTICLE III: FLYING FIELD FACILITIES
Field and facilities for all club members are available for their use for model operations as long as there is no
interference with club activities. All members will be responsible for any actions of their dependents and guest, and
members and guests will be responsible for cleaning up after themselves.
ARTICLE IV: FLYING FIELD MAINTENANCE
All the WAM club flying field maintenance shall be under the jurisdiction of the WAM Club Field Marshal,
Operational use of major WAM club equipment such as the Rider mowers must be authorized by one of the WAM
club Field Marshal's. Rider power equipment shall only be Utilized by WAM Club Senior Pilot Members with a valid
Utah Drivers License.
ARTICLE V: FLYING FIELD PRIVILEGES
The individual who continuously and flagrantly, disregards the rights and safety of others must and shall become a
matter of prime concern to the club and its membership. The club shall be required to take action against the said
offending individual. Every effort shall be made to make this action corrective in nature. The first warning shall be
verbal, the second written and as a last resort revocation or denial of club membership. The revocation or denial of
club membership and/or Flying Field Privileges shall be used only as a last resort to protect the rights and safety of
others. A committee shall be assigned to study and evaluate the case against the offender and shall recommend a
course of actions based on their findings. The club shall honor and follow this committee's recommendations without
referral to a vote unless said recommendation is the revocation or denial of club membership and/or Flying Field
Privileges. In this case a special meeting shall be called, and the committee shall present its findings and their reasons
for the recommendation. A vote shall be taken with the concurrence of at least 3/4 of the members present, the
offender's membership and/or Flying Field Privileges shall be revoked or denied. The offender shall not be allowed to
participate in anyway, in any of the activities pertaining to his case. With the exception that, if revocation or denial is
recommended, the offender shall be allowed the opportunity to plead his case to the membership prior to taking of
the vote.
ARTICLE VI: VISITING PILOTS
The Wasatch Aero Modelers Club Flying Field shall be a private field, that is, the flying field shall be open for use
by members of the Wasatch Aero Modelers Club and their guest unless this privilege has been denied or revoked as per
ARTICLE V of the By-Laws. All individuals using the Wasatch Aero Modelers Club Flying Field for the purpose of
flying model aircraft must be a member of the Academy of Model Aeronautics (AMA). All visitors must be
accompanied by a member of the Wasatch Aero Modelers Club. Local (i.e., Davis, Weber, and Salt Lake Counties)
visitors may fly for a maximum of three (3) flying days. At which time they will be asked if they intend
to join the Wasatch Aero Modelers Club. Visitors from outside the local area have no such limitation.
ARTICLE VII: FLYING FIELD RULES, COMMITTEE GUIDELINE
The club shall establish, enforce, and maintain both at the flying field and in these By-Laws a document known as the
Flying Field Rules. All persons using the Wasatch Aero Modelers Club Flying Field shall be subject to these rules.
These rules shall be nondiscriminatory in nature and shall be designed only to promote safety and sportsmanship.
The Flying Field Rules shall be subject to review by committee on an annual basis. Supplementary reviews may be
held at any time the club membership or the President deems necessary.
ARTICLE VIII: FREQUENCY CONTROL
The club shall maintain at the flying field a frequency control board for 72MHz AM/FM and 2.4GHz Spread
Spectrum Transmitters.
There shall be no exception all pilots using the WAM flying facility to fly a model aircraft shall attach their WAM
or AMA card to the frequency control board appropriate location for the type of Transmitter being used.
The frequency board shall have a properly numbered frequency pin for each of the 72MHz AM/FM frequencies
allocated for use with radio controlled model aircraft. The frequencies and numbers shall be as set forth by the
rules and guidelines of the Federal Communications Commission and the AMA. This frequency control board
shall be used to prevent two or more transmitters on the same AM/FM frequency from inadvertently being turned
on at the same time. Frequency protection shall be given to the airborne radio controlled aircraft in order to
prevent loss of control due to frequency jamming, better known as a frequency "shoot down".
The frequency control board system shall be run on the honor system “in that” an individual shall not turn on
their transmitter unless their WAM or AMA card is attached to the proper location on the frequency board and
for 72MHz transmitters the proper frequency pin is in their possession.
If necessary, during special events, The Wasatch Aero Modelers Club reserves the right to implement, the
transmitter impound system “wherein” all transmitters for non flying aircraft shall be impounded in a suitable area
in order to provide frequency protection for the airborne radio controlled model aircraft and peace of mind for
the pilot.
ARTICLE IX: MODEL AIRCRAFT DAMAGE LIABILITY
Any damage incurred to another aircraft because of neglect, (i.e., shoot down and/or deliberate actions) for any
reason will be the legal and financial responsibility of the offender. If an agreement can not be reached by the parties
involved, the executive officers will investigate the incident. NOTE: This does not apply to mid-air collisions during
Fun Fly or Competition events (combat, racing, etc.) as these events are flown at your own risk.
ARTICLE X: FLYING FIELD DIAGRAM
The club shall maintain a diagram of the flying field showing the approved runways, taxi ways, pilot areas,
pit areas, parking areas, the restricted (no over flying) zones, the takeoff patterns, and the landing pattern.
ARTICLE XI: FLYING FIELD RULES
The Flying Field Rules shall read as follows:
WASATCH AERO MODELERS CLUB FLYING FIELD RULES
Welcome to the Wasatch Aero Modelers (WAM) Club Flying Field. Our Club is a kick back easy going family
oriented type of membership that requests all Pilots act Responsibly and use the Honor System to comply
with the WAM club flying field rules and the rules set forth by the Academy of Model Aeronautics (AMA).
Failure to comply with these rules could result in your being barred from further use of this facility.
FLYING FIELD RULES
- Flying Facility.
- "Mandatory" all Pilots and Student Pilots using this flying facility must be a valid WAM club member and valid member of AMA. All Guest Pilots must be sponsored in person by a valid WAM member, and Guest pilot must be a valid member of AMA.
- Flying Under the Influence (FUI) or having Drugs or Alcoholic Beverages at this flying facility is Prohibited.
- Absolutely no unaccompanied children in the pit area or on the runway area.
- Absolutely no pets allowed in the pit area or on the runway area, and all pets shall be on a leash attended by a adult.
- Don't litter the area. If you packed it in pack it out.
- Cars, trucks, motorcycles, snowmobiles, etc. are restricted to the roads and parking area (s).
- Use of Flying Facility East and West Side Pilot flying Stations.
- "Mandatory" All pilots "prior to flying their model" shall Review, understand and comply with the requirements of the Posted flying field rules and flying field layouts.
- Flying from both sides of the flying field at the same time is Prohibited.
- Summer, Flying field east shall be used April 1st through October 31st from Sun-Up until 3:00PM. After 3:00PM Flying Field West shall be used.
Winter, Flying field east shall be used November 1st through March 31st from Sun-Up until 1:00PM. After 1:00PM Flying Field West shall be used.
In (winter or summer), Weather or Field Safety Concerns, may restrict flying from the East or West Side of the flying field. In this case all Pilots utilizing the flying facility shall agree on which side of the flying field to use.
- Transmitter Frequency Control.
- R/C Transmitters and Frequencies of Transmitters used for model aircraft flight control must be valid AMA authorized equipment.
- There shall be no exception all pilots using the WAM flying facility to fly a model aircraft shall follow the
flying field Frequency Control Board Instructions and attach their WAM or AMA card to the frequency
control board appropriate location for the type of Transmitter being used.
- Pilots using 72MHz AM/FM transmitter must call out his/her frequency to ensure it is clear.
- Pilots on completion of flight return the frequency pin to the frequency control board, and pick up WAM or
AMA card and verify all frequency pins are stored in there appropriate location.
- Frequencies will be time shared. When pilots share a frequency, pilots shall be on a time share rotation schedule,
and shall not exceed fifteen (15) minutes for each rotation time period.
- Model Aircraft set-up and check-out.
- For Safety Concerns We strongly encourage that you use the club Model Safety Bench for starting and testing of your model.
- Pilots with models too large to use the club Model Safety Bench, shall set-up in the model pit area adjacent to a pilot safety barrier opening. Model safety restraint is "Mandatory" while starting and testing engine. Pilot shall hand hold model while taxiing model to taxi area.
- Helicopter pilots shall set-up at the end of the pilot line adjacent to the allocated Helicopter Pad locations marked on the runway on the Down Wind end of the flying field at all times. And for calm (No Wind) conditions the North end of the flying field shall be utilized as the down wind end of the flying field.
- There shall be no excessive noise.(excessive engine runs, etc. in the pit areas).
- If your engine was supplied with a muffler, it or a suitable device shall be installed. (i.e. after market muffler or tuned pipe).
- Model Aircraft Flight
- For Safety Concerns We strongly encourage all members to act responsibly and make the WAM club Safety Marshal aware of all flight safety problems that may occur, so the safety problem may be solved in a democratic way.
- For Safety Concerns and to maintain communication between pilots, We strongly encourage that all Pilots use a safety observer or spotter while flying.
- For Safety Concerns We strongly encourage all pilots to maintain good flight safety conditions by communicating flight intentions with fellow pilots. When you are taxiing out for takeoff, preparing to land, or having problems in the air Announce It. Pay attention to announcements. While flying, yield the right of way to takeoffs, landings, and emergency landings.
- Models started and checked out on a club Model Safety Bench shall be hand carried to taxi area forward of pilot barrier.
- Taxing of Models behind the pilot line barrier fence is Prohibited.
- You must not loiter your model on the runway areas, Helicopter pilots shall not make extended hovering flight when other aircraft are flying.
- All Takeoff, Landings, and Flights shall be made in front of the Flight Line. Intentional flying behind the flightline is Prohibited. Intentional Takeoff or Landings toward the pilot line are Prohibited.
- Hand Launch models shall be launched from Taxi area, in a direction so model flies away from pilot barrier.
- Flying over a person on the runway or a person or car on the apposite side of the flying field is Prohibited, Hazard must be removed for flight to continue over that area.
- Model Aircraft training Day
- Training Day (Tuesday) from sun up to sun down.
- "Mandatory" All R/C Flight training and hands on Demonstration flights shall be performed using a Trainer Buddy Box System. And the "only" exception to this requirement is if the students Transmitter is not equipped with a factory installed trainer system.
- The WAM club strongly recommends that Student Pilots verify they can fly their model safely by flying their model on the WAM Flying Field Training Day.
- When training is not in process, the flying field shall be open for all members to use.
- Fixed Wing Model and Helicopter model training for (Safety Concerns) shall not fly at the same time. When both types of model aircraft are present, allocated flight time for each of the two types of models shall be on a time share rotation schedule, and shall not exceed fifteen (15) minutes for each rotation time period.
- Pilots flying Helicopter model aircraft training shall use the allocated Pad locations marked on the runway, and shall fly in the Airspace as shown on the Posted Helicopter Safe flying Verification Layout.
- Pilots flying a new model, new type model, or repaired model, should use common courtesy and notify all pilots that they're going to be flying the model for the first time.
ARTICLE XII: COMMITTEES
Committees may be established at the discretion of the President. A committee must be established for matters involving:
- Disciplinary action against a club member or a pilot, as required by WAM club BY-LAWS ARTICLE V.
- The formulation of club organized activities for membership ratification.
- The review of the Flying Field Rules, for membership ratification.
- Review of the club CONSTITUTION and BY-LAWS, for membership ratification.
ARTICLE XIII: KNOWLEDGE OF BY-LAWS
All members of the Wasatch Aero Modelers Club must read and certify their complete understanding of these
By-Laws that are readily available from the club Secretary.
ARTICLE XIV: AMA SAFETY RULES
These By-Laws are hereby agreed and subscribed to by each club member. In addition to the safety rules set by the
Academy of Model Aeronautics (AMA).
